Specialist in aerospace and submarine engineering, holding a post-doctorate degree in Aerospace Engineering from the University of Rome and a PhD in Space Engineering and Technology from the National Institute for Space Research. Held various high-level positions in the Brazilian Air Force and worked as a professor and researcher at universities in Sweden and Brazil. Member of the International Astronautical Academy with extensive experience in space vehicle flight dynamics, navigation, and control, and in optimizing launcher vehicle trajectories.

Specialist in real-time embedded systems for guidance, navigation, and control systems for launch vehicles and satellites, with extensive experience across various sectors including government, academia, and technology companies. Currently CEO of SpaceXC and senior partner at Shamal & Partners, contributed to development of Brazilian government policies and international cooperation agreements in the space sector. Achievements in space mission engineering analysis and design, spacecraft systems engineering, and launch vehicle systems design and engineering. Specialized in real-time programming for embedded systems.

Lawyer, mechanical engineer, consultant for the Brazilian Federal Senate, specialist in Constitutional Law, Administrative Law, Bidding and Contracts, and defenses before Audit Courts. He is the author of the book Controle Externo da Gestão Pública - oversight by the Legislative and Audit Courts (Impetus, 2009), co-author of the book A Nova Lei de Licitações (Almedina, 2021), consultant for the elaboration of the book Tribunal de Contas da União: perfil institucional comparado e análise do controle de obras rodoviárias no Brasil (ANEOR, 2009), and contributes with articles for legal websites and magazines.
